The John Stevens Under 11 Cup Competition
Rules 2009
1. Title: The title of the Competition shall be the John Stevens Under 11 Cup Competition
2. Management: The control of the Competition shall be undertaken by the DCB Youth Association (DCBYA) and all decisions relating to these rules or to matches played in the competition shall be final and binding on all concerned.
3. Entry: Each district shall nominate its representative by August 3rd August 2009.
4. Eligibility: The Competition shall be open to all clubs which are members of the Devon Cricket Board—Club Association
5. Qualification: A player may represent a club in the competition if they are under 11 years of age on 1st September prior to the season of the Competition. All players must be bona fide Junior Members of the club they represent and may play for only one club in the competition in any one season. A player must be registered by his club with the regional league in which they participate. A player who plays for more than one Devon league club MUST NOMINATE, prior to the commencement of the season (1st May), to the competition organiser which club they will represent. Failure to comply with this rule will result in that player being ineligible to subsequently compete and disqualification for the club concerned should the player take part in the competition.
6. Cricket Balls: Two 4¾oz balls will be provided by the DCBYA for the final only. Each team shall provide their own ball which must be of good quality and fit for the purpose.
7. Helmets: Any player playing in this Competition must wear a helmet when batting and when standing up to the stumps when keeping wicket unless prior written consent has been given by a parent or guardian. The Umpires must be provided with a signed team sheet before the start of the match identifying any player who has parental consent not to wear a helmet.
8. Umpires: Each club shall provide its own Umpire. If a club wishes to provide a neutral Umpire through the DCUS they do so at their own expense. The DCBYA will arrange the appointment of two Umpires for the final.
9. Finance: The DCBYA will be responsible for the cost of Umpires, teas and balls for the final. The semi-final host club can apply to the DCBYA for a contribution of £50 towards the cost of catering.
10. Match Arrangements: A draw would be made annually to determine opponents with the first team at home and responsible for the provision of teas for two squads and officials.
11. Match Results: Each winning club must forward a copy of the result sheet of their match to the County Board organiser immediately following the completion of each match. The Winning Team shall telephone or email the result of the match to the County Organiser within 24 hours of the game.
12. Palladium League Entry: The side in first position in the Under 11 League Table at midnight on 2nd August shall represent the League in this competition. If this produces more than one side, then the League representative from sides with the same number of points will be determined as follows:
By the results of the league match (es) played between the sides concerned that season.
12.2 If this does not resolve the situation, then the representative will be the side taking most wickets up to 2nd August.
12.3 If this does not resolve the situation, then the representative will be the side losing least wickets up to 2nd August.
12.4 If this does not determine the League representative, the decision will be made by a toss of a coin.
Playing Regulations
The Laws of Cricket shall apply with the following exceptions:-
1. 1.1 The pitch shall be 20 yards in length. Boundaries will be reduced to take into account the age of the players.
1.2 The ball shall weigh 4¾ ounces
1.3 The stumps shall be 27 inches above the ground and 8 inches wide.
1.4 Matches shall consist of one innings per side.
1.5 Each innings shall be of 30 overs duration.
1.6 No bowler shall bowl more than five overs in a match.
1.7 The team scoring the most runs in its innings shall be the winner.
No fielder, except the wicket-keeper, shall be allowed to field nearer than 11 yards, measured from the middle stump, except behind the wicket on the offside.
Wide Ball Law 25 – Judging a Wide. Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law. As a guide, if it passes either side of the wicket sufficiently wide to make it virtually impossible for the striker to play a ‘normal cricket stroke’ both from where he is standing at the crease and from where he should normally be standing at the crease, the Umpire should call and signal ‘Wide’.
All sides must provide a scorer not involved in the match.
2. In the event of the scores of each team being equal the winner shall be determined as follows:-
2.1. The side which has taken the greater number of wickets.
2.2. If still equal, the side with the higher score at the end of 29 overs. If still equal, the score at the end of 28 overs, etc. etc.
2.3. If still equal, five players shall be nominated to bowl alternately at the wickets from the bowler's end and the team scoring the most hits shall be the winner. In the event of the number of hits being equal, players shall be nominated to bowl alternately in a sudden death until a winner has been achieved.
2.4. In the event of a rain curtailed match:
2.4.1. If time permits the match can be reduced to 20 overs a side with the limit on bowlers reduced to four overs, or
2.4.2. If weather permits, the winner shall be decided by a bowl-out, as defined in 2.3 above, or
2.4.3. If a bowl-out is not possible, the winner shall be decided by the toss of a coin.
3. The ECB/DCB Model Discipline Regulations apply to this competition. A copy of these regulations can be obtained from the organiser. Coaching from the boundary is not permitted.
