THE BROCKMAN CRICKET CUP COMPETITION

(Torbay Area)

RULES GOVERNING THE COMPETITION

(amended December 2012)

1.             The Competition shall be known as The Brockman Cricket Cup Competition and shall consist of a

                number of clubs at the committee’s discretion, whose playing area is within 15 miles radius of Torbay.

2.             The Executive Committee shall be appointed consisting of Chairman, Hon.Secretary, Hon.Treasurer

                and six such members from different clubs as shall be elected at the A.G.M.

3.             Duties of the Executive: Drafting of new rules, these shall be circulated to all clubs for discussion at the

                A.G.M. for approval or rejection, arrangement of fixtures, appointment of umpires through the Devon Cricket

                Umpires and Scorers Society, insurance and any other urgent business. Cases of appeals and protests (in

                this case the club or clubs concerned must be represented by their official representative, but shall not

                be allowed to vote or be present whilst the committee arrives at a decision). The decision of the Executive

                is final.

4.             Protests must be forwarded to the competition Hon.Secretary within twenty-four hours of the ending of

                the game, accompanied by a deposit of £5. Such sum to be returned to the protesting club if the decision

                of the Executive Committee is made in their favour. The Executive Committee shall in this instance have

                power to collect £5 from the offending club.

5.             Finances shall be dealt with through an account at a bank and cheques shall be signed jointly by the

                Treasurer and Secretary and/or Chairman (two of any three)

6.             Rules of Play. M.C.C. rules to govern all games except that play shall be that each side shall deliver

                twenty six-ball overs (unless, of course, the batting side be dismissed before the completion of the 20^th

                over). The side scoring the greater number of runs shall be deemed the winner. In the event of the scores

                being equal at the end of 20 overs the following shall apply - The side losing the least number of

                wickets shall be deemed the winner, if still equal, the side hitting the most boundary sixes, if still equal, the

                side hitting the most boundary fours other than extras, if this fails to produce a result then the game

                shall be re-played and the visiting side will then become the home team. No bowler shall bowl more than

                4 overs.

              Showing of overs in a uniform manner - overs will be shown from 20-1 at the commencement of each over.

                Wide Ball - on the offside any ball passing sufficiently wide of the batsman to prevent contact

              with the normal striking portion of the bat shall be called ’wide’,on the leg side any ball passing outside the

              batsman shall be called ’wide’.

              For the two semi-finals and the final,4 fielders plus the bowler and wicket-keeper must be inside a 30 yard

              circle at the point of delivery.

7.             Bad Weather. The umpires appointed will be responsible for the fitness of ground for play and for light.

                inspections should be carried out jointly by both officials and if and when play commences they are the sole

                judges of the play and playing conditions if they deteriorate. Abandoned games will be re-played

                completely.

8.             Time of Commencement. All matches commence not later than 6.15pm on the day arranged (except for

                the final 6pm). Any side that is under strength at the time of commencement must field or bat as the case

                may be with the players that are ready. No substitute for late players will be allowed, although substitutes

                for injured players on the field are allowed as in M.C.C. rules, no substitute shall bat or bowl. Any club

                refusing to fulfil its engagement shall forfeit the match.

9.             Batsman. The ingoing batsman must cross the outgoing batsman on the field of play, except when two or

                more wickets have fallen in consecutive balls.

10.          Scorers. Each club shall appoint their own scorer. The competition will appoint a scorer for the final only.

                In all matches the Executive Committee member present shall send the results of the matches to the

                competition Hon.Secretary within 24 hours of the match being played, by means of the Executive Score

                Sheet, signed by the respective clubs’ scorers and himself.



11.        Annual General Meeting. This shall be held in the month of November. All club entries shall be received

                by the competition Hon.Secretary seven days before the date of the meeting. Any club not doing so will

                not be accepted for the current year’s competition. The draw for rounds 1,2 and 3 will be made at the

                meeting. All competing clubs attending the A.G.M. shall be entitled to one vote only. All matters at the

                A.G.M. should be notified to the Hon.Secretary by the 1^st November and will be circulated to the clubs in

                advance of the meeting.

12.          Subscriptions. Entrance fee shall be £15 per team and shall be payable before or not later than the date of

                the initial players registration (I.e. April 20^th each year). Failure to do so shall result in a £5 excess being levied.

                Any club not paying same by that date shall be deleted from the current year’s competition, providing due notice

                is given to the clubs concerned. This notice will appear on the Players Registration Form.

13.          Registration of Players. All players from which teams will be selected shall be registered on official form

                only by the 20^th April each year. All players’ names and addresses must be included, either typed or block letters.

                Failure to do so will render the club ineligible for the current season’s competition. Further registrations of

                players can be submitted to the competition Hon.Secretary in writing seven days before any match in which

                the club is concerned. No additional player shall be registered for the semi-finals and final. The total number

                of players to be registered by any club shall not exceed 30 in number. Transfers may take place during the

                season provided that the person has not played in any previous rounds with the club with whom he first served.

                Should any club play a player that has not been registered for the competition in the prescribed manner the

                offending club shall forfeit the tie, and the match awarded to the opponents. In the event of two teams being

                drawn against each other playing unregistered players then both clubs will be disqualified from the competition.

14.          Eligible Players and Clubs. Clubs who play in Premier Division of the Devon Cricket League or equivalent must

                play their 3^rd XI, Division A to F their 2^nd XI, non league clubs with 2^nd XI, non-league clubs with only one team

                shall play that team. Premier Division sides with no 3^rd XI or A to F Division sides with no 2^nd XI shall play such a

                team as is approved by the Executive Committee. The eligibility of players will be based on the standard of

                competitive cricket in the previous season. Colts under 15 as at 31^st August of the previous year will be permitted to

                play in the competition regardless of ability and standard played. All players authorised by a sub-committee will be

                eligible to play in the competition throughout any one season. The Executive Committee’s decision will be final.

                The registration of overseas players in the competition will not be accepted.

15.          Dress. All players must be appropriately dressed at all times I.e. white flannels with open-neck shirts, cricket boots

                or shoes.

16.          Gear. In all rounds up to and including the quarter-finals the club drawn first will be responsible for the provision of balls, stumps and bails. The competition will supply a new ball for the semi-finals and final, with each club providing their own spare ball approved by the umpires.

17           Grounds. Rounds 1,2 and 3 will be played on fixed dates each season. The semi-finals and final shall be played on the Recreation Ground, Torquay, subject to availability or such grounds as may be determined by the Executive Committee.

                The semi-final and final dates to be arranged in conjunction with the Torquay C.C. In all rounds up to the semi-finals the club drawn first shall provide the ground. Round 1 will start on the first Tuesday in May and subsequent rounds will

                continue each Tuesday until the semi-finals. Postponed or abandoned matches must be played within seven days. The alternative dates will only be used when the original date has been cancelled due to unfit state of the ground or the game

                has been abandoned. In all cases where the game is cancelled, the home club must inform the Hon. Secretary within twenty four hours after decision to cancel game has been made. Any club failing to comply with this rule will be deleted from the  current year’s competition. Any team failing to fulfil a fixture will be fined £10 to cover umpire fees and administration expenses.

18.          Trophies. The two teams in the final shall both receive individual awards and the winning team a replica cup. There shall

                be awards to the ‘Man of the Match’ and the two umpires. The winning team shall receive the cup which shall be held for one year, and shall give an undertaking to insure the trophy for an amount determined by the Executive Committee, under the club’s insurance, engraving it with the club’s name and year of winning and its safe return in good condition to the Hon.Secretary seven days prior to the current year’s final.

                Perpetual ‘Man of the ‘Match Trophy. The winning player’s club shall be responsible for having the player’s name and year of winning engraved on the trophy, and insuring the trophy for an amount determined by the Executive Committee,   together with an undertaking for its safe return in good condition to the Hon. Secretary seven days prior to the current year’s final.

19.          Payment to Umpires. It is required that the umpires shall be paid £12.00 each per match for expenses. The umpires to receive payment prior to the commencement of the match.
