TORBAY TWENTY X 20 RULES
1) Administration.
The Competition will be organised by the Torbay Committee, with Chris Shelton the named contact for the competition, as regard the DCL.
2) Player Qualifications.
a) No club may play more than one player in a match who is not qualified to play for England, as specified by the DCL, and published in the league handbook.
b) A cricketer shall only be eligible to play for a Club in the competition if he is a bone fide member of that Club, and has played in the league matches in the current or previous season.
3. Awards.
It is hoped that a sponsor will be found and that it will then be possible to present the winning team with a perpetual trophy and medals for all participating players, umpires and scorers.
4. Before each Game.
It is a requirement for teams playing on the match day to submit their selected teams, on team sheets, to the umpires at least 10 minutes before the game, along with the match ball and umpires’ fees.
5. Umpires.
DACO will appoint independent umpires for all matches, who will all be Premier Umpires.
Umpire fees will be £20.00 each per match. Each team to pay one umpire before the game starts.
PLAYING CONDITIONS
1) Duration of each Match.
Each game will start at 6.15pm and will consist of one innings per side, each innings being limited to a maximum of 20 overs.
2) Playing Times.
There will normally be two sessions of play of 1hour and 15 minutes, separated by an interval of 10 minutes. If the innings of the team batting first is completed prior to the schedule time for the interval, then the interval shall take place immediately and the innings of the team batting second will commence correspondingly earlier.
3) Length of Innings.
a) In uninterrupted matches, (not delayed by rain or interruptions), each team will bat 20 overs unless all out earlier.
b) If the team fielding first fails to bowl the required number of overs by the scheduled time for the cessation of the first innings, play will continue until the required number of overs has been bowled.
c) If the team batting first is dismissed on less than 20 overs, the team batting second shall be entitled to bat for 20 overs.
d) If the team fielding second fails to bowl 20 overs by the scheduled time for the cessation of the second innings, conditions permitting, the hours of play will be extended until the
required number of overs is bowled, or a result is achieved.
e) In the event of a rain interrupted match, the teams, with the umpires shall agree how
many over are to be bowled. In a situation where rain affects side batting second, once
ten overs have been bowled, that will constitute a game. Consequently score of each side
will be compared, and if the team batting second are unable to continue according to the
umpires, then a match result can be arrived at.
4. Penalty for Slow Play.
If a team fails to bowl their overs in the allotted time, 1hour 15 minutes, they shall be
penalised by two runs for every minute they are over their allotted time. The umpires will
be the arbiters of these penalties when they apply.
5. The Ball.
These will be supplied by Pro-Direct. Each game will have a new ball for each innings.
6. The Result.
a) The winning side will be the side scoring the most runs in a completed match.
b) In the event of a tie, the team losing the least number of wickets, or scoring the most
sixes, or the most fours, in that order, shall be the winner.
7. Awarding of Points.
4 points will be awarded to each side who win games. 2 points for each side involved in an
abandoned / unplayed game.
8. Re-arrangement of fixtures.
This should not be an issue that causes and problems for any side in this competition. In
the past games have been re-arranged, due to poor weather, and this has perhaps
provided a better competition. Can I suggest that in order for any game to be re-
arranged, it will need the consensus of all the teams involved to have a re-arranged
fixture, if one should be necessary.
9. Fielding Restrictions.
a) At the instant of any delivery, there should be no more than five fielders on the leg side.
b) For the first six overs of each innings, of a twenty over game, only two fielders are
permitted to be outside the two 30 yard semi-circles centred on each middle stump.
These fielding semi-circles should be marked with white ‘dots / discs’ at five yard
intervals. Markers should be plastic or rubber, not metal, and measure seven inches in
diameter.
c) For the remaining overs of each innings, only five fielders are permitted to be outside
the fielding semi-circles, at the instant of delivery.
d) In games where the number of overs is reduced, then the fielding restrictions will be
reduced in an appropriate manner, i.e. 10 overs, the restrictions of (b) will only be three
overs. No game will be less than 10 overs per side.
10. Number of overs per bowler.
a) No bowler may bowl any more than four overs.
b) In the event of a bowler breaking down and being unable to complete an over, the
remaining balls will be bowled by another bowler. Such a part over will count as a full
over for that bowler, only in so far as bowling limits are concerned.
c) In matches where there have been restrictions due to weather, the umpires will inform
both sides as to what restrictions apply, which shall apply to both sides.
11. No – Ball.
A front foot ‘No – Ball’ will result in the usual penalty plus a ‘free hit’, which will be
signalled by the Umpire. In the ‘free hit’ delivery, the batsmen can only be dismissed under the circumstances that apply to a no-ball. No fielding changes are permitted if the same batsman is to receive the ‘free hit’ delivery who faced the original no-ball. If there is a change of right hand / left hand, then the captain is required to set the same field to the new batsmen, as was in position for the previous batsmen.
If the delivery for the ‘free hit’ is not a legitimate delivery, any kind of no-ball or wide
ball, then the next legitimate delivery will become a free hit for whichever batsmen is
facing.
12. Wide Ball. Law 25.
Any delivery that passes the batman’s stumps, down the leg side, and has not been
touched or hit by the batsmen, will be called a wide. This is the same regulation as in
DCL matches, and will be strictly adhered to by the umpires.
13. Umpires and Scorers.
Each club must provide a competent scorer. The Umpires will by supplied by DACO.
14. The Scoreboard.
The Scoreboard will be up-dated on a ball by ball basis. The overs to be indicated by
overs remaining.
15. Results.
The result of each game should be sent to Chris Shelton by e-mail, who will keep an up
to date league table, including run rate per over for each bating side. The latter to be
used when sides are tied with the same number of points. If, and pleased do not let it be
the case, the run rate per team is the same, then the wickets taken in each game will
become relevant.
16. The Final.
The final will be played between the sides finishing first and second in the league. The
club hosting the final will be decided on a rota basis, at the fixture meeting, as will the
date for this game.
